05/06/2013 -The Federal Emergency Management Agency (FEMA) released three of five National Planning Frameworks today, each of which is designed to outline a specific mission area in theNational Preparedness Goal. That goal, according to FEMA’s Web site, is a “secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk.”

The three frameworks that were released today are:The National Prevention Framework, which focuses solely on preventing acts of terrorism, specifically on U.S. soil;the National Mitigation Framework, which focuses on “reducing the loss of life and property by lessening the effects of disasters,” and focuses on resiliency; and theNational Response Framework, which “covers the capabilities necessary to save lives, protect property and the environment, and meet basic human needs after an incident has occurred.”

According to apress releasefrom FEMA, the agency collaborated with federal leaders and gathered input from private sector partners and the general public to compose the frameworks. “The idea that everyone plays a role in national preparedness isn’t new. But this is the first time the Federal Government truly involved everyone in the whole community—not just the government—to document how we’re going to work together,” said FEMA Administrator Craig Fugate in the release. “That’s what the Frameworks do; they outline how everyone can take part in prevention, protection, mitigation, response and recovery activities in a coordinated and integrated way.”

The other two frameworks are theNational Disaster Recovery Framework, which was released in September 2011, and the National Protection Framework, which is currently being developed.
