ASIS International (ASIS) has announced the opening of the call for presentations for the ASIS 12th European Security Conference & Exhibition which will take place in Gothenburg, Sweden on 14-16 April 2013.

 

Eduard Emde, CPP, President of ASIS International said: "We are delighted to organise our event in Gothenburg as Sweden is one of our biggest Chapters in Europe with around 500 members. In addition, some of the major players in the security industry are based in Sweden which makes it an appropriate location to welcome our event."

a4ASIS International EU Liaison Sub Committee (ELSC)

It is estimated that between 60% and 80% of the legislation that currently affects professionals and businesses throughout Europe is decided in Brussels: industry standards, pharmaceuticals, competition, trade, funding of scientific research, environment, professional qualifications, health & safety rules, consumer protection and food safety regulations, etc. For this reason, almost every business sector and many professions are represented in Brussels through a trade or professional association, including hundreds of non-EU interest groups.

 

The European commission frequently calls on external specialists to sit on expert groups or advise as external consultants. The type of expertise may be scientific knowledge and/or knowledge derived from practical experience. This opens up opportunities for associations. By positioning their people in these roles, they can exert influence through the expertise of its members. Similar opportunities exist with EU funded projects and thematic networks for which vast funding opportunities are available through programmes such as Framework Programme 7 (FP7) to be renamed Horizon 2020 starting 2014.

 

For these and other reasons a working group of ASIS Europe voluntary leaders have studied the ways and means for ASIS Europe to gain an adequate and appropriate profile within Europe and move towardsbeing part of the decision making process.

 

The first step has been to update the "About Us" section of the ASIS Europe website.

 

Roger Warwick, CPP, RVP Region 27A, has also been tasked to chair the EU Liaison Sub Committee (ELSC). Roger is in the process of putting together a group of ASIS Europe members with appropriate experience and contacts, at both national and European level, with public sector decision makers. The intention is that the ELSC shall have a balanced composition of nationalities, corporate security managers, consultants and practitioners. The Committee will promote and coordinate actions, such as the participation in EU events, to be taken at national and EU level.

 

It also intends creating an Advisory Council. All European based members of the CSO Round Table are invited to join.

 

This project has the full backing of our President Eduard Emde, CPP and is supported by the ASIS International EMEA Bureau.

a8Commission Vows to Boost EU Security Industry

Euractiv reported that, according to an action plan published by the Commission on 30 July, Europe's security industry should harness its response to natural disasters and terrorist attacks to boost its profile as an international industry.

 

The plan envisages a stronger internal market for the security industry harmonising standards and certification procedures for security technologies, and better exploiting the links between civil and defence security research.

 

New funding schemes are proposed including a 'pre-commercial procurement' to validate results stemming from EU security research projects and check on the impact to society of new security technologies at the research stage.

 

To achieve mutual recognition of certification systems in the security sector, the Commission intends to issue two legislative proposals, to establish an EU-wide harmonised certification system for airport screening equipment and for alarm systems.

 

The Commission will encourage Member States to launch similar initiatives at national level, in compliance with relevant EU public procurement law.

 

As a part of the action plan, a major study will analyse the legal and economic implications of third party liability limitation.

 

Meanwhile a dedicated expert group will be set up by the Commission to meet at least once each year to monitor the implementation of proposed policy measures and bring together relevant stakeholders in the security sector.

a10Consultation: Improving Network and Information Security in the EU (Deadline: 15 October 2012)

Network and information systems, and in particular the Internet, have become essential for our economies and societies. They facilitate the cross-border movement of goods, services and people and are hence crucial for the completion of the EU internal market. Network and Information Security (NIS) incidents are on the rise and have serious consequences for society and the economy when affecting critical sectors such as finance, health, energy and transport and erode public trust for activities online in general. This public consultation is addressed to all actors affected by NISin the EU (governments, businesses, citizens) with a view to identifying strategic actions and also contributes to the Commission's impact assessment regarding possible future risk management and security breach reporting requirements that would affect businesses in particular. The public consultation runs from 23 July to 15 October 2012.

ASIS will deliver CPP, PCI, and PSP certification classroom reviews in Philadelphia, PA, USA, 7-8 September 2012. If you plan to achieve ASIS board certification later in 2012, make plans to attend one of these programmes in preparation for your examination. These one and a half-day programmes offer step-by-step reviews of the relevant body of knowledge. Attendees leave the review programme understanding areas of strength and weakness, thereby better able to identify and pinpoint specific areas of concentration for further study.

a13Cybercrime: EU Citizens Concerned by Security of Personal Information and Online Payments

A new Eurobarometer survey shows that Internet users are very concerned about cyber security: 89% avoid disclosing personal information online, and 74% agree that the risk of becoming a victim of cybercrime has increased in the past year.

 

12% of internet users across the EU have already experienced online fraud, and 8% have fallen victim to identity theft. Nonetheless, 53% have not changed any of their online passwords during the past year.

 

"While ever more people are making the most out of the Internet and benefit from the digital economy, it is not surprising that security of personal information and online payments top the list of our concerns. What is more surprising is that only half of Europeans take effective measures to protect themselves from cybercrime", said Cecilia Malmström, EU Commissioner for Home Affairs.

 

The survey, covering a total of almost 27 000 people in all EU Member States, shows a strong link between being informed about the risks of cybercrime and feeling confident online. A majority of those who feel confident in doing online banking or shopping say that they also feel well informed about cybercrime.

 

"Cybercriminals must not be allowed to disrupt our use of the Internet. The more we know about the risks and how to protect ourselves, the more we can truly maximise our digital lives", Cecilia Malmström said.

a15Europol to Lead International Cyber Security Protection Alliance Study Into the Future of Cybercrime

One of the largest international studies into cybercrime has been launched to help governments, law enforcement and businesses get a head start on cybercriminals.

 

Called Project 2020, the study by ICSPA (International Cyber Security Protection Alliance) and led by its strategic law enforcement partner Europol will analyse current trends in cybercrime and how they may evolve over the next eight years and beyond.

 

The European Commission recently designated Europol as its information hub on Cybercrime and asked the agency to establish the European Cybercrime Centre (EC3).

 

What makes Project 2020 unique is that it will combine the expertise of leading law enforcement agencies with that of the ICSPA's member companies, organisations and professional communities. 

 

Also participating in Project 2020 are the City of London Police, the European Network and Information Security Agency (ENISA), and experts from two global professional communities - the International Information System Security Certification Consortium (ISC) and the International Association of Public Prosecutors.

 

Among the business members joining Project 2020 are payment services firm Visa Europe, home shopping retailer Shop Direct Group, customer insight and fraud prevention services firm Transactis and logistics company Yodel. They will be joined by seven of the world's leading cyber security companies: McAfee, CGI Canada, Atos, Cassidian, Digiware, Core Security Technologies and Trend Micro, who have thousands of experts analysing security issues 24/ 7, all of whom will feed their expertise into the study.

 

Project 2020 is an international effort to provide insight into how cybercrime will develop.  The project will deliver information and recommendations that raise awareness amongst governments, businesses and citizens to help them prepare their defences against future threats. The Project will deliver policy briefs and white papers on evolving threat scenarios, and establish a monitoring mechanism to assist organisations that combat cybercrime.

a16ANSI/ASIS Conformity Assessment and Auditing Management Systems Standard

ASIS released its newest ANSI standard, Conformity Assessment and Auditing Management Systems for Quality of Private Security Company Operations. Developed by an international Technical Committee comprised of members from civil society organisations, as well as PSCs and their clients, this standard provides requirements and guidance for conducting conformity assessment of the ANSI/ASIS PSC.1-2012, Management System for Quality of Private Security Company Operations - Requirements with Guidance (PSC.1) Standard. Clients who use the services of PSCs have indicated they will use the ANSI/ASIS PSC.1-2012 in their contracting processes.

 

"When incorporated into contracts, compliance with the standard becomes enforceable under contract law," says Christopher Mayer, Director, Armed Contingency Contractor Policies and Programmes at the U.S. Department of Defense. "Aside from direct legal action, the contracting activity can assess penalties, demand redress, withhold payment, and implement other measures to include contract termination to promote compliance and encourage company adherence."

a17Hackers Stole Van Rompuy's Emails

EU Observer reported that hackers last summer raided the emails of EU Council Chief Herman Van Rompuy and 10 other senior officials.

 

The breach was exposed by a team of US academics and cyber security firms which has been tracking a hackers group known by two names - Comment and Byzantine Candor.

 

The US investigators, who asked to remain anonymous, showed computer logs detailing the hackers' behaviour to the Bloomberg news agency.

 

According to the logs, the group accessed the EU Council's computer network at around 9am Brussels time on four occasions - 8 July, 11 July, 13 July and 18 July last year.

 

It hacked 17 email accounts, grabbing around seven days' of correspondence and any attached files from each account.

 

Apart from Van Rompuy himself, the group stole information from three former and one current Van Rompuy cabinet staff - Sem Fabrizi, Jose Leandro, Zoltan Martinusz and Odile Renaud-Basso.

 

It also scalped Giles de Kerchove (the EU's Counter-Terrorism Tsar), Leonardo Schiavio (a senior EU foreign policy official) and four officials dealing with trade and development - Boguslaw Majewski, Massimo Parnisari, Alda Silveira Reis and Jan Van Elst.

 

The EU was at the time involved in sensitive talks on the second Greek bailout.

 

Speculation among the US investigators is that the hackers are linked to the Chinese Government. But China has repeatedly denied that it conducts any cyber espionage.

a21Winter SASIG Meeting: "Security - Why Should Anyone Listen to Us?" - 30th October 2012

One of the toughest challenges faced by the CSO and CISO is building the case for investment in security and fraud prevention. According to PwC's 2012 Information Security Breaches Survey:

  • The average cost of a large organisation's worst security breach is £110k - £250k
  • 80% of large organisations don't evaluate ROI on their security expenditure
  • 20% of large organisations spend less than 1% of IT budget on information security

Meanwhile in a period of austerity the search is always on for ways to cut costs. Security and fraud prevention are often seen as an easy target at the very time when companies are particularly vulnerable to the whole range of traditional and emerging internal and external security threats, and when the need for our services is even greater. The C-Suite cannot afford to ignore the threats to the business but it is often difficult to get their attention. For them a thorough business case for investment in security is an essential rather than an optional extra.

 

At the Winter SASIG we will be exploring:

  • The importance of a long-term strategic, business focussed approach to security
  • How to get the attention of our C-Suite colleagues over the noise of the many other urgent business challenges, and achieve their buy-in
  • How to show that effective security risk management can be both a business enabler and a contributor to profits/the bottom line
  • How to demonstrate return on investment for our security programmes through effective measurement

a22European Opportunity for Fire and Security Systems Apprentices

Skills for Security is inviting applications from fire and security systems apprentices who would like to undertake a fully-funded, two-week work placement in Denmark next year. This Leonardo Mobility Project is funded by the EU Lifelong Learning Programme and is the first of its kind in the security sector. Three groups of 10 apprentices will travel to Copenhagen in April and June to work alongside Danish engineers, exchange ideas, learn about different working methods, enhance their skills and experience the work and social culture of Denmark.

 

Skills for Security has been working in partnership with the Danish Institute of Fire & Security Technology (DBI) to provide this opportunity and the apprentices will be hosted by Bravida.

 

The DBI is also planning its own reciprocal programme to the UK next year, when Skills for Security will host 20 trainers from Denmark who will visit colleges and other industry partners to discover how the sector operates in the UK.

 

Ruth Oliver, the Leonardo Mobility Project Manager at Skills for Security said:

 

"Apprenticeships are important within the UK and the benefits of apprenticeships are well documented. This project will boost the skills of the individual apprentice whilst bringing benefits to employers by learning from international best practice. European placements can improve skills vital to UK employers such as technical and practical skills, communication skills, confidence and motivation."

 

Full details, the selection criteria and an application form are available on the Skills for Security website. Applicants must be 18 or over at the date of travel and working for their Level 3 Advanced Apprenticeship. The deadline for applications is Friday 14th September.
