Seeking Opportunities to Guide, Counter or Neutralise Criminal and Terrorist Development: A Threat Management Approach

This presentation introduces the concept of Threat Management, which is a management strategy that focuses on human-centric threat actors. Threat Management seeks to identify and counteract the criminal development pathway process from initial intent up to the point of actual physical attack. By focusing on the pathway of the criminal development process and a person’s or group’s intention and attack planning cycle, opportunities can be identified to guide, counter or neutralise the threat actor prior to an attack. Further, how to apply this strategic strategy across operational and tactical protective security environments will be demonstrated.

Mr David Harding, Director, Anshin Consulting Pty Ltd, Australia

David Harding’s experience is gained from more than 30 years working within government and private security fields. In that time, he has served in the Australian Army’s elite Special Air Service Regiment, and the Australian Federal Police’s elite Air Security Officer Program. As Director of Anshin Consulting, a Security Management consultancy, David conducts threat management operations across the Middle East, Asia and Australasia. David has advised leading business persons, diplomats and ambassadors on state and non-state security issues within Australia, Asia and the Middle East. David has also researched, lectured, written, and blogged about international risk, threat and security management strategy, methods and practices. David holds a Masters of Policing, Intelligence and Counter Terrorism, and has been a member of ASIS International since 1992.
