Studies show that while terrorism perpetrators have different motives and different modus operandi, they share one key element: intent. Therefore, the highest probability for detecting a planned terrorist attack is to identify the intent. The Suspicious Indicators Recognition & Assessment (SIRA) system is a behavioral detection and interviewing program founded on methods developed by the Israeli Security Agency.
Now used in the U.S., the system focuses on identifying both a perpetrator’s intent and potential weaponry, which greatly enhances the ability of security and law enforcement agencies to prevent violent attacks.
