The
PCB welcomes back Richard F. Lisko, CPP, who served on the board from
2003-2004. He will be retuning as a special advisor to the PCB, helping to shape
current and future policies and procedures for both the PSP Designation and
Awards Committee. Many ASIS members are familiar with Lisko's volunteer activities,
experience and avid support of the Society. He has been a member of ASIS since
1979 and has held numerous volunteer positions including Council Vice President,
Council Co-Chairman, Regional Vice President and Chapter Chairman. He is currently
the Vice President/General Manager South Texas of AlliedBarton Security Services.
Col.
Keith C. Blowe, CPP, is the Command Provost Marshal for the United States
Army Training and Doctrine Command based in Fort Monroe, Virginia. Col. Blowe
has over 27 years of security management experience. He served as Executive
Officer to the Army Inspector General from 2005 - 2006 and held the position
of Chief Investigations, U.S. Army Inspector General Agency from 2002 - 2005.
He was also the Equal Opportunity Program Manager/Advisor of the 101st Airborne
Division in Fort Campbell, Kentucky from 2000 - 2001. Prior to this, he served
as the Director of Public Safety for a large community of over 150,000 service
members, civilians and family members. Col. Blowe will complete his service
as an U.S. Army Military Police Colonel in spring 2009.
He earned graduate degrees in Strategic Studies from the U.S. Army Senior Service
College in Carlisle, Pennsylvania and in Information Systems Technology from
the George Washington University in Washington, D.C. He obtained his Bachelors
in Criminal Justice from the Virginia Commonwealth University in Richmond Virginia.
Col. Blowe's affiliations include the International Association of Chiefs of
Police; InfraGard-Federal Bureau of Investigations; Board of Directors - Chamber
of Commerce (Sussex County) Virginia; Southside Community Criminal Justice Board
Member, Virginia; and Life Member of Military Police Regimental Association.
Cheryl
Elliott, CPP, PCI, has served as a Georgia Law Enforcement Officer since
1972. She is currently assigned as a unit Lieutenant in the Police Services
Division with the Emory University Police. The four person unit provides traditional
law enforcement services; physical security reviews and recommendations; crime
suppression and crisis response; and education and training for the community
of more than 21,000. In addition to service on various university advisory committees,
Elliott assists with coordination of the University Threat Assessment Team to
facilitate timely and consistent response to campus threatening or potentially
threatening behavior. In 2006, she was selected as one of the Emory University
Award of Distinction recipients for outstanding contributions to the Emory Community.
Elliott graduated from Columbus State University with a Masters in Public Administration
(Criminal Justice) and was induction to the National Scholars Honor Society,
Pi Alpha Alpha. She is a Georgia Police Officer Standards and Trainings Senior
Instructor and specializes in investigations, diversity, crime prevention, supervision
and management training. She serves on the Executive Board of the International
Society of Crime Prevention Practitioners (ISCPP) and is the recipient of their
lifetime achievement award for her work in crime prevention. Elliott was selected
for the Atlanta ASIS chapter Allen J. Cross scholarship in 1999.
David
J. Moitzheim, CPP, PCI, PSP, is a security and investigative professional
with over 22 years of education and experience in the field. He is currently
employed as a Security Specialist at the Mayo Clinic in Rochester, Minnesota
where he provides security-consulting services to all Mayo functions and entities
and to external clients. These services include conducting surveys, threat and
risk assessments, investigation, and evaluations of security equipment and technology.
In addition, he plans and implements executive protection and special projects.
At the Mayo Clinic, Security Specialists also coordinate and conduct specialized
training for security section personnel, as well as security and loss prevention
awareness education for all Mayo employees. Security Specialists may also be
required to research or revise security-related policies, procedures or standards.
Moitzheim was the fifth person to become an ASIS triple certificants. He has
been a lecturer at the Society's Annual Seminar and has participated in item-writing
sessions for the CPP and PCI certifications. Moitzheim earned his Bachelor's
Degree in Criminal Justice from Jamestown College, and a Masters Degree in Business
Administration from the Minnesota School of Business.
Deputy
Chief Owen J. Monaghan, CPP, has been a member of the New York Police Department
(NYPD) for 27 plus years. He is currently assigned as the Executive Officer
of the 2,600 member Transit Bureau. The Transit Bureau is responsible for policing
and securing the 468 subway stations and 28 separate lines on which 5.2 million
people ride daily. He has been a Commanding Officer of Transit Bureau Districts
1 and 34 encompassing the Times Square and Coney Island subway complexes. His
experience also includes commanding the 109th Precinct and the Resource Analysis
Section of the Office of Management Analysis and Planning.
Chief Monaghan received his bachelor's degree from the State University of
New York College at Oneonta and is a graduate of Columbia University's Graduate
School of Business, Police Management Institute. His training includes the Federal
Law Enforcement Training Center's Land Transportation Anti-Terrorism and the
Physical Security Training Program, and courses from the U.S. Department of
Transportation's Transit System Security and the University of Tennessee's Transit
Terrorist Tools and Tactics.
His professional affiliations include the International Association of Chiefs
of Police, the American Academy of Professional Law Enforcement and the American
Society of Public Administrators.
